2. Northwest Registered Agent

Northwest earns the second row on merit. Prices published plainly, phones staffed with actual employees, and a privacy posture they practiced before it was fashionable. Now the caveats. Free year one only happens inside a formation purchase; standalone service starts at $125. The $100 rate takes effect at five states of coverage, so a business living entirely in Pennsylvania never sees it. Real-world cost: $125 every year, $26 past ours.

3. BetterLegal

The $90 renewal is genuine. We verified it in July 2026, quoted in their own site copy, and it is the lowest published number in this comparison. The problem is what we could not verify: any stated first-year price. This page ranks on documentation, and one missing number is why the low-price leader sits third rather than first. Clear that up at their checkout and you have found yourself a legitimately cheap CROP.

4. Rocket Lawyer

Every membership tier pays the same $125 a year, and no promotional first year turned up in our check. That consistency is worth respecting. The fit question remains: Rocket Lawyer sells a legal platform, with documents and attorney access, and agent coverage rides along as a catalog item. Heavy platform users do fine at $125. Buyers who need an address and fast scans, and nothing else, are subsidizing features they will never open.

5. ZenBusiness

Their software earns its compliments. Their pricing needs a second look. The standalone first year runs $99 plus state fees. Renewals run $199. A company keeps an agent for its entire existence, so the $199 figure is the true cost of the relationship, double our renewal for work Pennsylvania defines identically for both of us.

6. Bizee (formerly Incfile)

The Incfile of old, renamed. Their agent offer is a formation sweetener: three to twelve free months folded into LLC packages, length depending on tier. Genuine value if you were buying formation there anyway. Then the meter starts, $149 a year standalone, and bundled free periods are precisely the subscriptions that expire while you are busy running a company. Set a reminder before the free window closes.

7. LegalZoom

The household name, priced like one: $249 yearly, renewing automatically, with no discount softening year one anywhere we looked in July 2026. What $249 does not buy is a different legal product. Pennsylvania asks every provider on this page for the same thing, a staffed in-state office where process gets received, and the ask does not scale with the invoice. If the familiar logo is worth 2.5x our rate to you, that is a preference, not an error. Just make it knowingly.

8. Swyft Filings

Read Swyft's $149 carefully: the meter is quarterly. Twelve months of it compounds to roughly $596, the highest effective annual cost in this table, and no first-year discount turned up to blunt it. Quarterly invoices feel lighter than annual ones while totaling heavier. One Swyft year equals about six years with us.

9. Inc Authority

Year one costs nothing. Year two costs a number Inc Authority declines to print. FAQ, premium packages, homepage: our July 2026 sweep found no renewal figure on any of them, leaving the price to emerge at checkout or on a phone call. Unpublished pricing goes last on a page built from published pricing. That is the rule here, applied without malice. Draw your own conclusion about why the figure stays hidden.

Pennsylvania Never Ordered You to Hire Any of Us

Here is the structural truth teased at the top. Pennsylvania's business statutes skip the registered agent concept entirely. The actual duty, for an LLC, is keeping a registered office in the Commonwealth under 15 Pa.C.S. § 8825, a real street or rural route address, PO boxes refused. Got your own Pennsylvania street address? List it on your filings and you are done. Compliant. Nobody hired.

The alternative, written into 15 Pa.C.S. § 109, is naming a Commercial Registered Office Provider, a CROP, in place of an address, which is the arrangement every vendor in the table sells whether their marketing says so or not. Notice what that does to the national brands' Pennsylvania pages: the ones warning that the state "requires a registered agent" are misquoting the law of the state they want to serve you in. The Pennsylvania Department of State is the office all of this paperwork runs through, and it recognizes CROPs by name.

So why pay anyone $90 to $596 a year? Two honest reasons. A CROP keeps your home address out of the public entity database, where anyone can search it. And it puts a staffed office in front of process servers, so a lawsuit lands with someone whose whole job is receiving it, not in a mailbox at a house where nobody is home at 2 p.m. If those two things are worth $99 to you, we are easy to find. If they are not, self-listing is legal and free, and we just told you so.

The $7 Report Almost Nobody Has Filed Yet

Pennsylvania's ongoing compliance bill is the newest in the country. Starting with 2025, Act 122 of 2022 swapped the ancient once-a-decade decennial report for a true annual report, form DSCB:15-146. The damage: $7 a year for a for-profit LLC, free for not-for-profit purposes. LLCs file between January 1 and September 30, a fall deadline no other state shares, through Business Filing Services, and your first one is due the calendar year after the year you register. Corporations get an earlier June 30 cutoff on the same form.

There is no late fee. There is something worse: skip the filing and administrative dissolution follows about six months after the deadline, with the state starting enforcement on reports due in 2027. Losing an LLC over seven dollars would be an absurd way to go, which is why deadline alerts are baked into our $99. More on the filing itself on our annual report page.
